Much of the material relates to Fowler's responsibilities working for the Treasury Department, and the topics include commerce, labor, consumer protection, trade, housing, equal employment, the Freedom of Information Act, Medicare, task forces, steel, and small business. In addition to the Treasury Department, there is also material related to the AFL-CIO, the American Bankers Association, the Chamber of Commerce, Roanoke College, and the Republican National Committee.
